Rais Jakaya Kikwete amesema wale wote wanaombeza kuhusu utendaji wake, wataona aibu atakapomaliza muhula wake 2015 huku akiwananga baadhi ya wanaCCM kwa kushindwa kuyaelezea mafanikio ya Serikali chini ya chama hicho.
Akizungumza wakati wa uzinduzi wa mradi wa kusambaza umeme katika mikoa ya Mwanza na Geita unaofadhiliwa na Mfuko wa Changamoto za Milenia (MCC), Rais Kikwete alisema: “Wakati wa kampeni nilibezwa sana, lakini sasa ninawaomba walionibeza kufika vijijini na kuangalia ukamilishaji wa ahadi zangu.
“Nataka waje waone, kwa sasa ninakamilisha usambazaji wa umeme katika vijiji vyote ili kufikia lengo la Watanzania asilimi 30 kufikiwa na nishati hiyo. Hadi 2015 umeme utakuwa umesambaa nchi nzima.
“Serikali yangu itavunja rekodi ya kusambaza umeme katika vijiji vingi nchini…Tumejenga mtandao wa barabara kwa sasa, hali yetu ya barabara ni bora Afrika Mashariki, tuliahidi meli Bukoba naomba niwaeleze kuwa zinakuja, tena siyo moja ni meli mbili.
“La umeme leo nazindua nataka kuwaeleza walionibeza waje waone sasa ahadi zangu…hayo yote niliyasema kwenye ahadi zangu 2010,” alieleza Kikwete huku akishangiliwa na wananchi.
Mradi huo umegharimu Dola za Marekani 15.54 milioni sawa na Sh24.87 bilioni kwa Mwanza na Geita pekee, fedha ambazo ni asilimia 25 ya Dola za Marekani 62.6 milioni sawa na Sh103.24 bilioni zilizotengwa kwa ajili ya utekelezaji wa miradi 225 ya upanuzi wa njia za kusambazia umeme katika mikoa kumi nchini.
Rais Kikwete alisema Serikali inajipanga kusambaza umeme na kufikiwa vijiji vyote na kubainisha kuwa mpango huo unakwenda sambamba na uanzishaji wa vyanzo vya umeme ili viweze kuzalisha megawati 3,000 ifikapo 2015 na kwamba ziada itauzwa nje ya nchi.Kusoma zaidi bofya
Septemba 2 mwaka huu, Serikali kupitia Wakala wa Umeme Vijijini (REA) ilitangaza kuanza kwa awamu ya pili ya usambazaji wa umeme vijijini, mpango ambao utagharimu Sh881 bilioni na kukamilika Juni 2015.
Katika utekelezaji wa mradi huo, huduma za jamii zitakazopewa kipaumbele katika kuunganishiwa umeme ni shule, zahanati, misikiti, makanisa na visima vya maji.
Mpango huo unatarajiwa kuinufaisha mikoa 24 ya Tanzania Bara, huku wateja 250,000 wa awali wakiunganishwa pamoja na kuhusisha kazi ya usambazaji umeme kwenye makao makuu ya wilaya 13 zisizokuwa na umeme.
Mwenyekiti wa Bodi ya REA, Balozi Ami Mpungwe alisema tayari mikoa 14 imepata makandarasi na ujenzi wa vituo sita vya usambazaji umeme, wakati mchakato wa kuwapata wajenzi katika mikoa 13 iliyokosa wakandarasi awali, unaendelea.
Awananga viongozi wa CCM
Rais Kikwete amewananga baadhi ya viongozi wa chama chake na kusema kuwa ni dhaifu katika uongozi kwani wameshindwa kueleza mafanikio ya Serikali chini ya CCM.

“Baadhi ya viongozi wa CCM pamoja na wanachama wamezubaa kiasi cha kushindwa kuzungumzia mafanikio ya Serikali inayoundwa na CCM, lakini wamekuwa mahodari wa kujadili wanapobezwa na wapinzani.
“Tatizo lenu CCM mmezubaa, huo ndiyo udhaifu wenu mkubwa, kupata maji ya bomba ni hatua kubwa na maendeleo, lakini viongozi wa CCM nyie mmezubaa na ni dhaifu, hamuwezi kueleza mafanikio haya, lazima niliseme hili na ujumbe uwafikie,” alieleza na kuongeza.
“Kwa nini mnasubiri mimi nifike hapa ndipo mje kwenye miradi kama hii, mimi nikija huku siji nikiwa nimebeba miradi hii mgongoni, kwa nini mmekuwa dhaifu wa kuyasema haya na badala yake mmekuwa hodari wa kushupalia dosari zinazosemwa na wapinzani na kuacha mazuri haya?” alisema Kikwete. Alisema Tanzania ni nchi kubwa kuliko nchi zingine za Afrika Mashariki, lakini ina mtandao mkubwa wa barabara kuliko nchi kama Kenya, lakini akawalaumu watu wanaoisifia nchi hiyo jirani na kubeza mafanikio ya Serikali yake.
Azungumzia Elimu
Wakati huohuo, Rais Kikwete amewaagiza wakuu wa mikoa kuhakikisha kila sekondari ya kata inakuwa na maabara zenye vifaa viliyokamilika na kwamba atakayeshindwa kufanya hivyo atamwajibisha.
Alisema vijana lazima wasome katika shule zenye vifaa na kusisitiza kuwa, kwa sasa Serikali imekamilisha mpango wa kusambaza walimu ili kukabiliana na uhaba uliopo. Rais Kikwete alisema kwa sasa Serikali inajiandaa kukamilisha mpango wa Teknohama kwa shule zote nchini kutokana na kuwapo kwa mtandao wa mawasiliano kupitia mkonga wa taifa.

WAKATI rufaa ya kupinga ubunge wa Mbunge wa Singida Mashariki, Tundu Lissu (CHADEMA) ikitarajiwa kuanza kusikilizwa katika Mahakama ya Rufaa Dodoma, Chama Cha Mapinduzi (CCM) kupitia Wakili wake, Godfrey Wasonga, kimeiomba mahakama hiyo kuifuta kesi hiyo.

Kwa mujibu wa wakili huyo, sababu ya kuomba kufutwa kwa kesi hiyo ni kutokana na walalamikaji wote kujitoa na kuapa mahakamani kuwa hawapo tayari kuendelea na kesi hiyo.

Hata hivyo wakazi wawili wa Kijiji cha Makiungu mkoani Singida, Shabani Selema na Paskali Hallu, ambao walifungua kesi ya msingi kupinga ubunge wa Lissu, tayari walikwisha kuweka bayana kukubaliana na hukumu ya Mahakama Kuu Kanda ya Dodoma Aprili, mwaka huu.

Mara kadhaa wananchi hao wamenukuliwa wakimlalamikia Katibu Mkuu wa CCM, Abdulrahman Kinana, kuwa anawashinikiza kuendelea na rufaa hiyo licha ya kwamba walikwisha kujitoa.

Akizungumza na gazeti hili jana, Wasonga ambaye alikuwa akiwatetea wanachama hao katika kesi hiyo, alisema kuwa baada ya kuwasiliana na wateja wake walimwambia hawapo tayari kuendelea na kesi hiyo.

“Ni kweli walalamikaji wote wamejitoa na mimi kama wakili sioni haja ya kuendelea, nitakuwa namwakilisha nani? Nimeongea nao jana, hakuna mwenye nia ya kuendelea na kesi,” alisema.

Wasonga alipoulizwa kama bado anadai malipo kutoka kwa walalamikaji hao, alisema japokuwa wateja wake ni wanakijiji wasio na uwezo mkubwa wa fedha walijitahidi kulipa madai yote.

Gazeti hili pia liliwatafuta Selema na Paskali wakiwa Muyanji kijijini, ambapo walisema kuwa: “Sisi tulishatoa msimamo tangu mapema hatuna mpango wa kuendelea na kesi.

“Tuliapa mahakamani lakini tulishangaa kuona kesi hiyo inapangiwa majaji, sisi pia tumepata taarifa kuwa huyo wakili aliyekata rufaa bila ridhaa yetu amepeleka ombi mahakamani ili kesi iondolewe, hayo ni matakwa yake binafsi kama yeye alikuwa anafuata maneno ya Kinana,” walidai.

Naye Lissu alilithibitishia gazeti hili kuwa tayari anao wito wa mahakama kesho kwa ajili ya kusikiliza kesi hiyo.

Alisema kuwa jana jioni alipata barua kutoka kwa wakili wa walalakaji kwenda Mahakama ya Rufaa, wakiomba kuifuta rufaa hiyo.

“Nimepokea samansi niende kusikiliza kesi hiyo siku ya Ijumaa na tayari nilishaweka pingamizi kupinga rufaa hiyo. 
  
Hii taarifa ya kuondolewa au kufutwa kesi wakati tayari nimeshaweka pingamizi nitatoa msimamo siku hiyo palepale mahakamani kwa kutumia vigezo vya kisheria,” alisema.
Rufaa hiyo imepangiwa kusikilizwa katika Mahakama ya Rufaa na jopo la majaji watatu, Salumu Massati, Engela Kileo na Natalia Kimaro.
  
Kabla ya kuanza kusikilizwa kwa rufaa hiyo, mahakama ilitarajiwa kusikiliza pingamizi zilizotolewa na upande wa walalamikiwa, ambao ni Lissu na Jamhuri za kupinga rufaa hiyo na jopo hilo la majaji litatoa uamuzi.

Akizungumza na waandishi wa habari mjini Dodoma jana, Lissu alitoa hoja saba za kupinga rufaa hiyo, muda mfupi kabla hajapokea maombi hayo ya kuiondoa kesi hiyo.

Lissu alisema hoja hizo ni mkata rufaa Selema ambaye ndiye mlalamikaji namba moja kupinga kwamba hajakata rufaa kwa hati ya kiapo ya Mei 24, mwaka huu.

Alisema hoja nyingine ni notisi ya kiapo kutopelekwa kwa mjibu rufaa, ambaye ni yeye, kinyume cha masharti ya kanuni ya 84 (1) ya Kanuni za Adhabu za Mahakama ya Rufaa Tanzania za mwaka 2009.

“Vilevile nakala zote rekodi ya rufaa hazijathibitishwa usahihi wao, na wakata au wakili kinyume cha masharti ya Kanuni ya 96 (5) ya Kanuni za Mahakama ya Rufaa Tanzania za mwaka 2009.

“Rufaa hii pia imepitwa na muda wake, kwa sababu hati ya ucheleweshaji iliyotolewa na Msajili wa Mahakama Kuu haijasainiwa, haina tarehe wala muhuri, kinyume cha Kanuni ya 90 (1) ya Kanuni za Mahakama ya Rufaa ya Tanzania za mwaka 2009,” alisema.

Lissu aliongeza kuwa walalamikaji walitakiwa kukata rufaa siku sitini baada ya notisi ya rufaa kutolewa na kwamba tarehe ya mwisho ya kukata rufaa ilikuwa Julai 3, mwaka jana, lakini rufaa hiyo ilikatwa Mei 7 mwaka huu.

“Hoja nyingine ni kwamba rufaa hiyo si halali kwa kuwa imeacha nyaraka muhimu, ikiwamo maombi ya mwenendo wa shauri wa kusamehewa gharama za dhamana,” alisema.

Lissu alisema pia katika rufaa hiyo, amri iliyomshindisha kesi si halali, kwa kuwa haionyeshi tarehe ambayo amri hiyo ilitolewa, kinyume cha kanuni ya 9 ya Kanuni za Masijala za Mahakama Kuu za mwaka 2005.

Alisema pia wakata rufaa wamesindwa kuwasilisha mahakamani hoja za maandishi za kuunga mkono hoja za rufaa yao ndani ya siku 60 au kuomba muda wa kuziwasilisha.

Pia hoja nyingine ni kushindwa kuwasilisha hoja hizo za maandishi kinyume cha Kanuni ya 106 (1), (2) na (9) ya Kanuni za Mahakama ya Rufaa ya Tanzania za mwaka 2009.

Kesi ya kupinga ubunge wa Lissu ilianza kusikilizwa Machi 12, 2012 na Jaji wa Mahakama Kuu, Moses Mzuna, aliyetoa hukumu Aprili 27, mwaka huu na kumtangaza Lissu kuwa mbunge halali wa Singida Mashariki, kwa kigezo kuwa hoja zote zilizotolewa na wanachama hao wa CCM hazitoshi kutengua au kubatilisha ubunge wake.

Kufuatia hukumu hiyo, wanachama hao wa CCM waliridhia hukumu ya Mahakama Kuu, hivyo kuandika barua kwa Msajili wa Mahakama Kuu Kanda ya Kati kuomba wapewe fedha walizokuwa wameweka kama dhamana yao sh milioni 15.
Lakini Ofisi ya Msajili wa Mahakama Kuu imekuwa ikisuasua kutoa majibu kurejesha fedha hizo kwa Selema na Halu.
